M1,N1 =<2.5t NOT Stage 2 compliant Directive: 2003/102 This Directive was published on 6th December 2003, following long discussions, and an agreement, with vehicle manufacturers in Europe, Japan and Korea. It constitutes the first part of a package of measures intended to provide a less aggressive and more pedestrian-safe frontal structure for vehicles. These initial measures are to apply only to M1 and N1 vehicles of 2.5 tonnes or less, though the Directive asks the Commission to examine the possibility of extending this to 3.5 tonnes. The technical requirements to be met are given in Annex 1(3). Here are provided tests for lower legform to bumper, upper legform to bumper, headform to bumper, etc, in two stages of stringency. Either stage must be met as a condition of type approval by 1st October 2005, and the second stage must be met by 1st September 2010. Certificates of Conformity will cease to be valid, for each stage, on 31 December 2012 and 1 September 2015 respectively. This Directive is added as item 58 to the Schedule of requirements given in Annex 4 of the Framework Directive for European Type Approval. Paragraph 2 of Article 2 does not apply to vehicles which do not differ with respect to their essential aspects of bodywork construction and design forward of the A pillars from vehicle types which have been granted EC type-approval or national type-approval before 1 October 2005 and which have not already been approved under this Directive. Commission Decision 2004/90/EC (published 4/2/04) adds the tests for sections 3.1 and 3.2.
