From 2011, no further approvals shall be issued, and from 2017, they shall be refused registration. Harmonised leakage test to be introduced from 1/1/2007 (possibly earlier), probably by published EC Regulation. Dates for the staged introduction of the leakage test introduction depend on this date being confirmed.

I believe this is the current situation until October 2009, or until the
legislation changes:
1) Complete vehicle approval to 2001/43/EC - no Annex 5 noise approval is
necessary, i.e. the vehicle can receive tyre installation approval even
if the tyres fitted do not have approval for noise.
2) Tyres approved to 2001/43 - noise and dynamic testing to be done, i.e.
Annex 2 and Annex 5
3) Tyres approved to ECE R30 or R54 - dynamic test only and as the EU is
still
a signatory to ECE R30 and R54, it may not be refused. Hence it is currently
not
actually necessary at all to obtain tyre noise approval.
